Get an Upgrade

To get that promotion, stagnation should never be an option. You must be seen as somebody who continuously grows, and that means acquiring new skills as you grow with the job. Of course, a promotion also includes added responsibility, and you must be up and prepared for the challenges ahead. Do your assignment and find out the technical skills required by the position you have your eye on, and do your best to fill that requirement. You must be eligible for a promotion, it would not be given to you if you are seen as unfit for the job, or lacking the necessary knowledge to perform well if given the new position.
